County Seeks Applications for Interim County Auditor

 

Eddy County is accepting applications for an Interim County Auditor. This is a full-time position with county benefits; wages depend on experience. The appointed applicant will act as Interim Auditor until the appointee’s successor by election is qualified.

 

Minimum Qualifications

  • Job duties outlined in N.D.C.C. Chapter 11-13.
  • Ability to create a positive and productive work atmosphere by communicating and maintaining a professional manner and a team-like environment with other employees, and members of the public.
  • Experience in management and/or accounting and supervisory roles would be beneficial but not required.
  • Must be at least 18 years of age and have a high school diploma.

Interim County Auditor Job Description

NATURE OF DUTIES:
Auditors are responsible for a broad range of administrative duties. Their primary duties are chief financial officer, elections officer, property tax administrator, and secretary to the county commission. Auditors are responsible for a broad range of other administrative duties. The auditor assumes the duties of the human resources director, handling personnel files, information on group insurance programs, retirement and deferred compensation programs, and personnel policies. The auditor serves as liaison between the commission and county employees.


CHIEF FINANCIAL OFFICER:
As the Chief Financial Officer (CFO), the auditor oversees all fiscal activities of the county, ensuring that funds are used properly. Some of these activities include payment of bills, payroll and related reports, monthly and annual financial reporting, budgeting, bonding, and preparation of the annual county budget.


ELECTIONS OFFICER:
As election officer, the auditor administers federal, state and county elections. The county holds a primary election on the second Tuesday in June every even-numbered year. In conjunction with the primary election, the auditor also administers the city and park district elections for the city of New Rockford. The county holds a general election on the first Tuesday in November of each even-numbered year. The auditor trains election workers and prepares, distributes, and tabulates ballots. The auditor is also part of the board that canvasses election results.


PROPERTY TAX ADMINISTRATOR:
As property tax administrator, the auditor oversees the maintenance of the property tax system, preparation of budgets and valuations, computation of mill levies, completing tax abstracts, abatements, collection of delinquent taxes, and selling of foreclosed property by county deed.


EXECUTIVE SECRETARY TO THE COUNTY COMMISSION:
As executive secretary to the board of county commissioners, the auditor attests to the official actions of the commission, prepares agendas, processes correspondence for commissioners, and oversees the preparation of minutes of the county commission meetings. Some other duties include maintaining an inventory of fixed assets, reviewing and updating insurance coverage, issuing beer and liquor licenses and raffle permits, and stamping deeds to verify that taxes are paid.
